They are reservible, if you go to Happy Valley park reservation page you can see different sites availability and reserve for yourself if you see one that you want, they are not free though. Otherwise you can use it until people that reserved it show up.
The tables cannot be reserved, but the tables in the gazebo/ramadas are. Especially in the summer time you should give yourself at least a week, if not more...
