Not sure about the broth itself, but there is no requirement to order meat. You choose whatever ingredients off the menu, and there are plenty, add to the broth to cook, scoop, and eat. It might be a bit bland without meat depending on taste. There are also some vegetarian appetizer options that can be ordered as part of the all-you-can-eat.
