You can make an appointment online but it takes about 5 weeks to get in right now. You can also pay it online if you have the pin # on your renewal letter. If you don't you can call the DMV and get one. Also the DMV guy told me the police are not giving tickets on expired tags (that have expired since March) until October.
You can download the forms from the DMV website, then mail in the required documents, along with a check or money order. If you have an out of state title transfer, you'll need to do a VIN inspection first, some of the DMV locations are doing drive thru VIN inspections. Corvallis VIN inspection times are 1 pm to 4 pm, Monday-Friday
