Yes they do go to Everett Paine Field not sure about the pickup from Whidbey Island. The website has a map for u to check.

From my local shuttle in Burlington, the shuttle drops off at Tulalip stop and connects with a van to Paine Field Airport. I have not done this yet so cannot comment on the efficiency of this or the cost of the fare.
