If the cat is a feral or a stray, you can set up a tag and release. But it is not recommended that you bring one to a shelter. Tag and release keeps the feral cat population down. To remove a feral or stray from an area could actually encourage more strays to come from other areas.
I don't believe you do, I think you can just go over and surrender the animal to them.
