There is a concrete path all the way to the bridge above the falls. However, the trail down to the viewpoint is too steep for a wheel chair. Also, check with the national park in case there is snow on the ground which might make this completely inaccessible.

One of the viewpoints on the trail as well as the bridge are wheelchair accessible. Theres a second viewpoint a little further down a hill but the walk to that one is rugged and steep.
