Bring them to the humane society or a local rescue group. Tender Care rescue group is a good one. One of them is a vet tech who could take care of young puppies like that; and they are a no kill rescue group.
What breed? There are so many rescue sheeters for animals. Spray and neuter. They deserve a beautiful life too. I wish I had a million acres to care for all these furry friends. Maybe someday.
