My neighbor has 25 Cats, that Terrorize our Yards! Now, what do you Suggest we do?

Report them to SPCA if they are a threat or not fixed, shots up to date and if they terrorize

I would think it depends on whether or not she owns them. If she owns them, then its a "neighborly" issue, as our local cops would say. But if they're feral cats and she's just feeding them, you could try to call someone who takes care of feral cats. Either way, your best bet may be to call animal control.
