Hello, any of the local animal shelters will take pets that you can no longer keep. Being you have puppies they will be adopted very quickly! There are also many breed specific rescues that are in our area and they have more of an ability to be picky and fit your puppies with the correct home. Unlike the shelters who run on a first come first serve basis.

I'm pretty sure Humane Society for SW Washington is a no-kill shelter, but don't quote me on that. Maybe give them a call first to make sure, but otherwise I know these guys have a high rate of adoption. So it would be a great place to take your pups and know they'll make it to a good home quickly.
