You need to take it up with your apartment manager.
Unfortunately unless the animal is clearly being neglected, theres not much you can do. If the dog is continually barking during the quiet hours, then you could report it to either security or the police. Apartments typically prefer that you report that to security and they will reach out to the police if necessary.
