This probably wouldn't be a safe place due to the tremendous undercurrent made worse to the fact of the river. Waves are normally pretty violent so I'm sure its pretty sketchy. I've seen kite surfers, but off on the Oregon side of the river.
I didn't see anybody camping there 2 weeks ago when I was there and the waves are kind of small except for on the opposite side of the north Head Lighthouse which those waves were huge but it's in a really bad Rocky spot and you probably freaking die for sure
