Does the new liability insurance law for motorcycles include off road vehicles/bikes?

The liability insurance requirement is a Dept of Licensing sponsored bill. DOL is best equipped to answer that question. It may be that if the vehicle requires a license, then the insurance would also be required. That has yet to be determined.
