I am unsure how I should go about reporting my downstairs neighbor. He plays music at 7 am and late at night and I have a 4 month old and my spouse and I both work. How should I go about this?

First try to resolve it with the landlord. Then call the non-emergency; 253-830-5000

I think I would first start out by talking to your neighbor and resolving it personally with him or her. A lot of people responded negatively when you go behind their back and report them for something that they would be totally willing to change if they only knew it bothered you. I'm not necessarily saying this is the situation you find yourself in but for all other people that might read your comment and find themselves in a fairly similar situation. I would strongly suggest bringing your complaint to the person that you have the complaint about and talking to them about it in a civilized understanding manner. The hope is you can reach a mutual understanding and compromise we're both parties can be at least reasonably happy with the outcome. Remember that when living in a community especially one where your neighbors live so close to you such as in an apartment complex. I think one of the most important things is to figure out how to live in relative peace.
