There is no dress code..it's the pacific NW LOL...The upper restaurant is probably less casual than downstairs restaurant bar.
I would dress casual but on the fancy side specialy on a Saturday evening

Not really but it's a nicer restaurant, so nothing too casual. It doesn't need to be fancy (but can be if you wish); just don't come in your gardening clothes and you'll be fine :)
