The shuttle desk is just past luggage pick-up #1. They are scheduled to leave on the half hour but they are always late. Check in first at the desk to get a boarding pass number or you will not be able too get on the shuttle at all. Good luck.

Keep walking way past the last baggage claim, through an open area toward the far wall. Don't go out door #2 to the buses until you have a ticket in hand from that little desk for Kitsap Airporter or prepaid confirmation..
Last time I used them they were about 45 minutes late so it really could be any time. They're pretty much the only option though short of riding the ferry and catching a cab. Make sure to stop by the front desk unless you already have a receipt from a round trip ticket.
You can call them and they will schedule you, accept payment and have a round trip ticket if you choose.
