Suggest you use Craig's List to recycle used oils: Owners of converted diesel vehicles use it as fuel. Potters use it to fire pottery in outdoor, oil-burning kilns. If no luck, some gas station chains recycle oils.
You can recycle used cooking oil in a bin by the parking lot at the French Lake Off Leash Dog Park in Federal Way.
