You may also want to contact the Animal shelter in Olympia. They did have a program for those with low incomes which provided free spay and neutering if funds were available. You may also want to contact an organization called Concern for Animals. I'm not sure if they specifically cover these services but know they assist low income people with vet services. Not free but you can call the shelton veterinary and see when their next neuter clinic is. They only charge 20. The kitten rescue may be able to help pay partial amount if the vet doesn't have a clinic day coming up.
