No, birth certificate is a Class B document, you would need 2-3 other pieces of documentation. You can find the requirements here: https://www.dol.wa.gov/driverslicense/idproof.html Also DMV is by-appointment only these days, no walk-ins. Saw two people turned away at the door when I was there for not having an appointment.
