This is just guess but it would take a person to empty the paper bag of its contents. Then if it ripped there would be paper mixed in with let's say plastic. All recyclables are sold by how pure they are. If mixed the value goes down due to the "person" needed to separate. I'm not in the know so this is just a guess. Looking forward to other answers. If you are carrying materials to the recycling center, you can carry them there in a paper bag. When you get there, you dump your items from the bag into the appropriate bins, then put your empty paper bag into the appropriate paper bin.
