What's the law for foreign tourists shooting at a gun range? I'm getting conflicting answers. WCAN says RCW 9.41.171 says letting any foreigner shoot is a Class C Felony, so no tourist can shoot. Other ranges say that's not true. Which is it?

RCW 9.41.175 (1) A nonimmigrant alien, who is not a resident of Washington or citizen of Canada, may carry or possess any firearm without having first obtained an alien firearm license if the nonimmigrant alien possesses: (a) a valid passport and visa showing he or she is in the country legally

9.41.171 says to read 9.41.175. I'm not super familiar with those laws. I believe shooting ranges are exempt if you Ave a valid passport or ID showing you're here legally
