Yes. Lots of people leave painted rocks and other small trinkets. You just gotta make sure its small enough to fit on the top of the plack. Unless they are the very bottom row in which you get more room on the ground to place objects. The grounds keepers everynow and then will pull the stuff. There is a spot they put all the things that could be of value for people to come get them if they want them.
