Yes you are! A cake was brought in for my birthday and they politely housed it in their refrigerator, lit the candles and brought it out for us! It was really great!
Im unsure of their policy but like everyone else has said, they are big on celebratory functions. They typically give out free ice cream if you do the teppenyaki thing, so i would imagine a cake wouldn't be a big deal to them. Still, i would call ahead to be sure.

I'm not exactly sure of their policy. I would encourage you to call them. I would imagine it would be okay because they're very big and celebratory when it comes to birthdays. My first and only time of going thus far they were celebrating a birthday and because of that they offered entire restaurant fried ice cream so I would imagine it wouldn't be a problem.
The restaurant does a pretty good job of celebrating birthdays and other special occasions. Ive seen people bring in birthday presents. Never seen a cake brought in but you could probably do it.
