I don't think you can BBQ at the top of Cap Sante. But there's a lovey park down at the Marina, you can.

Yes but bring your own equipment to do so.
There is a grill at the bottom of Cap Sante in Rotary Park. You will see a picnic shelter there and stairs/trail to the top of the Cap. There is also a beach there. You may have to rent this facility however check the Anacortes Park or Cap Sante Marina websites for details on the Rotary Park shelter.
