Tiger will normally get snow before anywhere else in metro Seattle, but it will be quite a home to get to good snow depth and nice views (maybe Poo Poo Point on a clear day). If you want less exertion, healing further east on I-90 would probably serve you better.

If a gorgeous background is deep woods with ferns and huge evergreens, then yes--could be stunning. But it's hard to get good open views without extensive hiking, if that's what you mean. As for the snow, it really only gets good snow if the rest of the Seattle area gets at least a dusting. So I'm betting that's not going to happen again till next winter as we seem to be headed into an early spring. I'll echo the other responses and vote for a drive into the Cascades if you're really set on snow. Good luck!
Not really. There are no car accessible roads to the top. You would be better off at Snoqualmie or Stevens Pass. Or maybe Mt Baker, Crystal Mountain, or Paradise at Mt Rainier.
