If you have no place to live, they won't turn you away because you don't have ID.
Identification in the form of picture id from credible agencies/ sources is primarily requested mail received by you, i.e award letters from governmenty agencies or businesses, and in my experience your own declaration (stated name) are forms I've seen. Their aim is to help. Not too restrictive.
