What is the procedure for reserving a seat in the Pavilion? We got there at 5:30 and the entire lower section was covered with folding chairs. None of the chairs were occupied. In fact they were still folded.

Getting there early and doing exactly that. Leave your chairs! The people know a good thing when they see it. I dropped my chairs off at 230pm and had limited seat selection
