With low tide dogs can get to people beach.
One side is open to the water and one of the fenced sides doesn't make it all the way to the water when the tide is low. Given the limited avenues of escape, I didn't have trouble keeping an eye on my dog, but your mileage may vary.
Yes except for the water front
West side facing the water(Puget Sound) is open, and depending on the tide, there may be a bit of an opening to the north and south sides, but not alot.
During high tide it is only escapable by water. When the tide is out a dog could run on the beach to escape.
It's fully fenced but a dog could go around it on the North end of the fence if very clever. Id say 95% secure.
There is a fence but the park is beachfront.
