I am arriving on Emirates flight from Dubai to sea-tac.I need to clear immigration and customs first,then need to make my connection on horizon air to Portland OR. I have 3hrs and 20minutes to make my connection... will this time be enough?

That should be enough time , if you have a passport or other papers that you would need.
