From my experience, the closer you get to the center, the more soaked you are going to get. Standing on the edges creates a light mist, sitting at the top of the bowl no water at all unless it's caught by a breeze.
Depends on how close you are to the fountain. Also the fountain tends to run with the beat of the song playing so theres not always a set spray to it
