Driving, but we have enjoyed the clipper twice and very much enjoyed adding the time and sights on the water to our time in Victoria
The Clipper for views on the water but Amtak is good for views also only if you are going to Vancouver. The bus is ok and cheep but driving gives you the best flexibly so you can see more thing's.
I would say take a bus like greyhound or bolt.They're not that expensive and you can sit back relax taking all the sites. I definitely recommend the clipper as well
