No. Contact the Bureau of Land Management for areas close to the park where you can use your ATV's.
I don't believe so, it is a realitively a small area and besides the mountain/hill itself, I don't know where you would use it. But I am not aware of any regulations for or against
The park is not that big. Not really set up for vehicles. It's more for hiking.
