No, people can't stay all year long. Water gets turned off during winter. Electric can stay on during the winter for an additional charge if the person wants it kept on.
It is my understanding that there are some people that do stay there all year round so I would call them and ask. But water does get turned off so you would have to bring water in. Also the new 50 amp section doesn't offer electric during wjnter at this time unless you want to pay a high electric charge.
