So there's a beach you can drive on but, you shouldn't swim in that water because people are fishing?
Yes swimming is allowed. Keep in mind if you are to go on the drive on beach where everyone surf fishes, you are required to be ACTIVELY fishing meaning with real bait not just a fake worm on a hook left out all day. The park rangers and game wardens do check for that and will ticket you and ask you to leave if the requirements are not met. Swimming is permitted on all of the Parks beaches.
I thought you need a surf fishing and vehicle permit to drive on the beach?
There is a dedicated beach area with life guards, bathouse and concession stand.
