Yes you can bring picnic lunches to the zoo.
Be discrete about it. No large coolers, straws or glass. I brought a back pack with drinks and cereal bars once. It is not a whole day thing to visit the zoo. You could really do better to get a quick bite across the street at Coastal Center or one of the restuarant in Naples Plaza 2 blocks over ( on US 41 and Golden gate parkway).
