Ferne Clyffe near Goreville is accessible. There is one dip that may have a little water running over it to go through. It is a small chat covered trail back to the falls. The Tunnel Hill State trail would be great for a wheel chair. Park at Tunnel Hill and the tunnel is about a quarter mile south.

There is a nice paved trail at the Barkhausen Cache River Wetlands Center. It is mostly a prairie setting but good for prairie plants, butterflies, and birds.

Not really, there is handicap parking and spots that are wheelchair accessible but that is mostly in the picnic area.

I would have to say very few trails that go into the forest are going to be wheelchair accessible. Numerous steep inclines due to the nature of the landscape would prevent the practically of trying to make it so. As some others pointed out, there are a few choices, but in scope of access limited.
At Rim Rock the trails are not accessible but if you park you could go read all of the informational signs at the entrance that talk about the history if you were in a wheelchair. The Iron Furance is on flat non paved ground. You could definitely read all of the historic signs and see the iron Furance. You would not be able to get super close to it. You would be able to see it and take pictures of it quite well from where the pavement is.

Trails are more than likely not. But shelters and main picnic areas are. In fact handicapped are marked.
