Can you put in at River Rise and boat down to the Suwannee River? We have kayaks.

River Rise is upstream from the High Springs boat ramp, which is a better put in. Still a ways from the Suwannee though.

No. You would be better off putting in at the 441 bridge. There's an outfitter there also.
