Yes you can fly a drone but you can't take pictures of the people's faces
You can fly a drone with the park superintendents permission and you can take pictures of anyone in a public place... Such as a park, you can even get close ups of their faces as long as you follow faa regs. You can print out a copy of the Texas drone law for dumbies that think you can't take their pictures.
