If we believe an animal is being neglected or abused do we contact the humane society or the local police department? We have a neighbor who leaves his dog outside all winter, the dog spends all day howling and barking sometimes late into the night.

Call 911 they will call ASPCA poor little guy

Police dept. By law, the dog must have shelter and access to clean water. I think they may have amended it recently to account for colder weather. Bottom line, it doesn't go far enough. Law favors the owner.

Yes definitely call the police and Humane society. I once called the humane society about a farm animal, they went out emedeitly .
