I have only adopted from shelter which is up to individual who runs each shelter. I'm sure HS has criteria on home page.
It would be best if you spoke with a team member from the adoption center. I think you just need an ID,however, it also depends whether or not you and the chosen dog is compatible. Dogs history, experience with pets or kids at previous home,how active they are etc. As far as I know they will also give you an estimate for expenses for the upcoming year..vaccines,deworming,vet visits and food etc.
