Yes boardwalks to beach and no to Inlet beach all sand
I had to drag a cooler from car through the sand...ouch. Its still worth a visit even with a wheelchair! And a bonus if you have handicap sign you get in free!

Its a sandy beach so it's just as accessible as any other beach would be. There is no special paved area to push wheelchairs on if that's what you mean.
