When you get to the gate just turn right and you'll immediately see parking to your right. You'll see an entrance to the boardwalk right there by the guard shack. That boardwalk will take you all the way to the beach.
I'm not sure that the park itself opens that early, however, there is parking just outside the gate. You could park there and take the beautiful boardwalk all the way to the beach

You can definitely see the sunrise there and it is actually the best place to view it since it's right in front of the jetty. Just make sure you got a camera ready, because I got some nice photos of the sunrise there!
