Certainly you could, but it's more about racing around the sand dunes and flats in ATVs. The incumbent noise and potential danger from fast vehicles would make a volleyball game difficult unless you walked down the stretch of beach where vehicles are not allowed. This is a vehicle-oriented park, not pedestrian.
What Jose Molina said; however, if you're not driving out there, it's quite the long hike to set up a game of beach volleyball and I would not recommend walking through the ATV area and whoever said that "Sand Lake" is not just for ATVs, the sand area (not near the beach) is mainly for ATV/OHV rigs. You want to set up a beach volley ball game, go to Pacific City or Tierra Del Mar.
It's more for atv. You can but you would want to set it up where there is no atvs. That would mean you will have some walking.
Yes, down to the beach and stop at the sign thats says no more motor vehicles and walk as far as you want. Still need a off road flag and permit.
