If you go super early in the morning during cold days of the year you'll see a ton. It's too warm right now though, so of course they dont consolidate there cause they're not cold.

At this time of year its highly unlikely! The ocean temp has to be at or below 68 degrees for the manatees to migrate to the parks water for warmth!
