The user fee is a tax imposed by the city. It's a half cent tax on the dollar added to the 9% city tax. No big deal. You cant even feel the extra.

If I remember correctly its pay $5.00 for a coupon book that you can use in all the stores. Each has a coupon in the booklet. Thats been like 5 yrs since I was there. If you google Tanger outlet it should explain. Hope this helps.
