sites in Waldron, Gilmore and Snowberry campgrounds have water and electric hookups. Whitetail campground is primarily for tents / tent trailers and has no hookups at the sites, just central water.
Almost all.of the individual campsites have water and electricity available. The group camping areas are mostly just big open fields with water only.
Not in the horse camping area.
They have them in Gilmore and Waldron loops for sure. We heard on memorial day that they are opening 2 new loops in Gilmore with Water/Power/(and sewer? not sure, what the host said.) as well. What I heard from one of the hosts is that these will be all first come first serve the rest of the season, and they "should" be open in July.
It depends on the site. Make a reservation.

Yes, they have hookups at the sites. You do need to make sure you are not getting a primitive site, no electricity there.
