There are laws about entrapping and relocating wildlife in most states and Colorado is not an exception. Typically you need approval from the landowner (the city in this case) to relocate. I would contact Lakewood Animal Control or Colorado Parks & Wildlife to figure out your situation.
Sounds like a question for the city park people.
I doubt they'd last long in competition with the established duck community that is already there.
