Yes, you can smoke on balcony only. There are restaurants close by, in walking distance..Sea and Suds, Best Western Pancake House, Waffle House, Hooters, Gulf Grill and The Hangout to name a few. Very convenient location.
Don't know about the smoking, but there are lots of restaurants nearby.
