Within reason, yes, you can have a fire on the beach. There are some restrictions, such as staying away from dune grass but we saw several families doing so while we were there.... Camping on the beach? Honestly I wouldn't. The tide line there is very high and there are a lot of places farther back you can camp that are easily within walking distance. If you want fewer crowds than Ocean Shores, this is one of the spots to check out. Also, go through the village of Pacific Beach to Homer road and turn toward the ocean. Then, take Analyde Beach Road ( I think that's the right name). It will put you on a large expanse of pretty much empty beach all the way up to Moclips. And, for those who would rather not camp, but rent a "beach house" there are house rentals available, too. One of the services helping with this is VACASA (vacasa.com).
We stayed at the state campground in an RV. Next to us were tents. ON the beach, no, but it is a very short walk to the shore
Yeah, you can during certain times, but the wind is (usually) KILLER all day, especially on the beach.
You can't camp on the beach but there are campgrounds at the edge of the sand. Yes you can have fires on the beach
