I would go to Egmont Key or Caladesi Island!
Sand Key water seemed clear enough to snorkel. There's a patch of rocky outcropping that may be good for snorkeling toward the north end of the beach.
The waves at Sandy Beach are too frequent and rough to snorkle.
Shell Key has very clear water. Snorkled yesterday, found lots of huge sand dollars. Coquina beach and Anna Maria Island are clear too, Egmont Key
Weather will really depend on this and what the storms bring in but the Clearwater area is usually fairly clear and even down at Redington Beach and all up and down the coast line
I was there a couple weeks ago... The water was super calm and clear then. Check the weather before going!

Pass a grille , Shell Island, Water is actually fairly clear right now. On north clearwater beach as well. Big conch there
