Yes and no leash rules but in the summer between labor day and memorial day they cant go until around 6-6:30pm and have to be off by some time in the morning. The exact times are on the signs when you walk onto the beach... There's also a hose to wash off your pup after! It's by the outdoor showers.
Not sure officially but people definitely bring them all the time without issue.
